Coupland Water Supply Corporation
In the 1990s, recognizing the woefully inadequate nature of many residents’ old and substandard onsite septic systems, the citizens of Coupland applied for a sewer grant.
After two unsuccessful tries, Coupland ,TX was awarded and Community Development Block Grant, from the federal government, administered through the state of TEXAS and Williamson County.
In 1995 the grant was given, and the Coupland Water Supply Corporation was formed, comprised of elected volunteers, to interface with Williamson County in administering the grant and, ultimately, the running of the plant.
After many months of haggling over property for the site of a processing facility, Bill & Hilma Pfluger came to the rescue of the community and donated the property upon which the processing plant is now sited. In April 2000, the plant went online, thanks in no small measure to the efforts of Williamson County Commissioner Frankie Limmer and the generosity of the Pflugers.
Bill Pfluger, first president of CWSC and lifelong Coupland resident contributed a lot more than just property to the fruition of this enterprise.
The original CWSC board was comprised of Bill Pfluger, President, Irene Florida, Vice President, Jim Huntington, Secretary/Treasurer, A.P. Patschke and Tim Worthy. The present board is comprised of Don Summers, President, Martin Samuleson, Vice President, Karen Hardwick, Secretary/Treasurer, Jim Huntington and Wayne Ging
The elected board members are required to be customers and they serve as volunteers, with no financial remuneration.
